You can change words and swap pictures. You cannot move things about.
Open the builder on your phone and you will be offered the phone editor. It lists every bit of text on the page as a box you can type into, and every picture with a button to replace it.
Rewriting any text. Replacing any picture, straight from your camera roll. Switching between pages. Saving.
Moving blocks around, adding new ones, or changing the layout. Dragging things on a touchscreen is miserable, so we have not pretended otherwise — that work wants a computer.
Add the builder to your home screen from the browser share menu and it opens full-screen, like an app.
